This sort of thing can no longer be justified on the basis of accessibility or bandwidth considerations. In my opinion museums do this mainly for copyright reasons. Unfortunately the protection provided is mostly illusory, and for a museum to make it hard for the public to view its collection is ultimately self-defeating.
