This panel must have been intended to hang well above the eye level of the viewer (which it currently does at the Louvre). Even after adjusting for the viewer's perspective, it's clear that the artist has used an extreme upward perspective in order to enhance the viewability of the painting.
There's a companion painting at the Musee de Grenoble, France, that uses this same technique. It was painted at the same time for the same patron, Gaspard de Fieubet.
